Identifying & Prosecuting Financial & Physical Abuse of Incapacitated Adults”
Debra Sifford, JD, Giles County Assistant Commonwealth’s Attorney and Janet Brennend, LTC Ombudsman and Elder Abuse Prevention Specialist for the New River Valley Agency on Aging will discuss how the legal system can identify crimes of abuse of incapacitated adults, how prosecution decisions are made, and who the essential team members are during the process. They will also look at the most important aspect of the case, what is justice and what is a winning outcome - what works and what does not.
“ELDER ABUSE AND THE OPIOID CRISIS: VICTIM-CENTERED RESOURCES”
James Foley, Vice President, Training and Curriculum Development at the
National White-Collar Crime Center will look at the increase in elder abuse and exploitation caused by the opioid crisis. Elders are being exploited in large numbers by family members, caregivers, and others to feed drug habits. This requires an increased awareness to the problem by those responding to elder abuse. Trainings and resources for taking a victim-centered approach to dealing with elder abuse and exploitation will also be identified.

“The EAGLE has Landed- Introduction to the Elder Abuse Guide for law enforcement”
Julie Schoen, JD, Deputy Director of the National Center on Elder Abuse will be presenting on the newly released Elder Abuse Guide for Law Enforcement (EAGLE). This Guide is a national web module designed to support officers in identifying, intervening, and resolving cases of elder abuse.

Nicole Terry, Assistant Attorney General, Office of the Attorney General will discuss how the MFCU collaborates with federal, state and local law enforcement agencies to protect our most vulnerable citizens by combating healthcare fraud and patient abuse and neglect.
“Victim Witness Program: Working with Vulnerable Adults
Annette Cox, Victim Witness Assistance Program, US Dept of Justice-WDVA
This session will focus on the victim. We will discuss how law enforcement and prosecutors can mitigate some of the pre-existing challenges they face in the interview and prosecution process. Pre-existing vulnerabilities, that create an easy mark for predators, can be a bar to a successful investigation and prosecution.
